What “PE-verified” actually means here
A quantity is not verified because software says so. Expand each gate to see who acts and what gets recorded.
GATE 1 Automated extraction
The platform extracts the quantity and records the source region, scale and sheet revision. Status: Unverified — usable for planning, never for a stamped deliverable.
GATE 2 Peer review
A second engineer opens the line item, sees the source crop, and either accepts it or returns it with markup. Every comment and every re-measure is written to the audit trail. Status: In review.
GATE 3 PE attestation
A licensed Professional Engineer attests to the set. The attestation record binds their credential, the attestation text they agreed to, and a hash of the exact export. Status: PE-verified.
GATE 4 Export integrity
The export carries a SHA-256 hash. Anyone downstream can recompute it and prove the file is byte-for-byte the one the engineer attested to. Status: Sealed.
The AI cannot advance a gate. Only a licensed PE moves work into the attested state, and the platform's permission model makes anything else impossible rather than merely discouraged.

Professional engineering carries legal responsibility, and scadUP is built to respect it. The AI cannot modify a design, cannot approve a change, and cannot apply a stamp. Those actions belong exclusively to licensed Professional Engineers — and the platform's permission model makes anything else impossible, not just discouraged.
DESIGN AUTHORITY
Only licensed PEs can commit design modifications. AI output is a proposal until an engineer accepts it.
